The Purdue On-line Writing Center (OWL)  A valuable resource.  Check out the printable worksheets--these were a hit in advanced level classes.
Rensselaer Writing Center  
Paragraphpunch.com An interactive online paragraph writing tutorial.  This program takes students through the complete writing process for writing a paragraph.  They can then cut and paste their paragraph into an e-mail or word processor program.
Essaypunch.com An interactive online essay writing tutorial.  Similar to paragraphpunch.com, this site walks students through the complete writing process for essays.
 Writing Machine Home Page Helps students with writing academic essays.
 Guide for Writing Research Papers  
 PIZZAZ! Creative Writing and Storytelling Ideas If you want to have your students explore their creative sides, check out this site.  There are examples and copyable handouts suitable for all levels. 
Silver International Silver International is a newspaper for students learning a new language
that is published by ESL students in Montgomery Blair High School (in
Maryland). The paper has subscribers in a number of elementary, middle, and
high schools in the U.S. and in other countries as well. The students
publish a print version three times a year and put selected articles on the
Web at the end of each school year. Teachers with a class subscription (10
or more copies) can publish the writing of their students.

Writing Den Yes, it is a writing page, but there are many great reading resources here.  Click on "More Topics" to get a list of readings organized by topic.  Each of these has vocabulary and sentence skill support.
English On-line Reading Comprehension Project This site provides 26 reading lessons with comprehension quizzes. 
Literacy Net An excellent online literacy site by the Western/Pacific Literacy Network and CNN.  This site is rich in resources, including audio and/or video of stories, instructor's manual(s), story outlines, and links to related resources.
Self Study Books Students Corner Has lists of vocabulary, jokes (some rather mature in nature, so preview it before sending your students there), crosswords, etc.
Ten Best Vocabulary Learning Tips A page maintained by Sheppard Software.  Also has links to several vocabulary-in-context sites.
Learning Vocabulary From the National Foreign Language Resource Center - University of Hawaii at Manoa--great explanations of several vocabulary learning strategies.
WebExhibits Well organized, well written, and very pleasing to the eye.   In addition to their own materials, this site provides links to other excellent exhibits organized by topic.  This would be good for vocabulary, reading comprehension, and WebQuests just to start.

Randall's ESL Cyber Listening Lab Randall's site has an ever-increasing number of scripted quizzes for all levels of students.

International Phonetic Alphabet Project This site, devised and created by the  people at Cal Poly, provides cross sections of the oral tract, animations of segment production, and audio examples of all of the sounds.
The ESL Wonderland Kent Trickle's ESL Wonderland is back and now at its own domain.  If you didn't have the chance to try it out when it was at its old location, here's your chance.  Mr. Trickle has listening, reading, writing, and grammar activities based on authentic resources.

Study Guides and Strategies There's a lot of material--plus,  translations are provided in several languages
English Language Centre Study Zone (University of Victoria) The material here is organized by levels in their program, so teachers will need to look around to find what they want.  Depending on the level, exercises include grammar, reading comprehension, and vocabulary.
EnglishLearner.com Free English lessons and tests
English-Zone.com  Not only can learners find grammar and vocabulary help, the site provides over 300 Aesop fables!  There is material suitable for most ages and levels.

One caveat: The formerly free material now comes with a pricetag.

Description
Center for Applied Linguistics (CAL) CAL offers an K-12 ESL topic area and related publications, as well as hosting resource sites such as the ERIC Clearinghouse on Languages and Linguistics (CLL), the National Clearinghouse for ESL Literacy Education (NCLE), and a Refugee Service Center.
ERIC Clearinghouse on Languages and Linguistics ERIC/CLL provides a wide range of services and materials for language educators, most of them free of charge, and many are on ESL education.
National Clearinghouse for ESL Literacy Education NCLE is the only national information center focusing on the language and literacy education of adults and out-of-school youth learning English. It provides information on adult ESL literacy education to teachers and tutors, program directors, researchers, and policymakers interested in the education of refugees, immigrants, and other U.S. residents whose native language is other than English. 
Refugee Service Center CAL's Refugee Service Center specializes in the development of materials that help refugee newcomers understand fundamental aspects of life in the United States.

Orientation materials cover such topics as housing, community services, transportation, health, employment, and cultural adjustment in several Asian, European, African, and Middle Eastern languages. Additionally, the RSC produces monographs on the people, history, and culture of different refugee groups to help US service providers understand the new refugee populations. Other orientation materials include bilingual phrasebooks, health resources guides, and a website devoted to cultural orientation.
 

Center for Research on Education, Diversity, & Excellence (CREDE) CREDE assists the nation's population of diverse students, including those at risk of educational failure, to achieve academic excellence. CREDE's identifies and develops effective educational practices for linguistic and cultural minority students, and publishes reports, videos, and CD-ROMs that can be of help to ESL teachers.
